Definition #

The two-stage mechanism by which any change to an institutionalized standard becomes canon. Stage 1 — Principal ownership: whoever is on the ground of the change owns the draft (kitchen manager on prep ground, lead on service ground, operator on business-wide ground). Stage 2 — Leadership filter: no update is institutionalized until it filters through the leadership team as a whole. The leadership team is the ideal path committee by default. Why both stages: principal alone = formalized but not institutionalized; leadership filter alone = institutionalized but not grounded. Both stages required.
