The operator does not get to skip the foundation work. They only get to choose whether they pay for it once at building cost, or twice — once at fail cost, once at rebuild cost. The work does not go away; the bill does. User verbatim: “I’ve always said ‘I don’t like paying for the same ground twice.’”
