Definition #
Every decision domain has exactly one decision-maker. There can only be one. Decision-making cannot be plural — plural decision-making isn’t slow decision-making, it’s no decision-making. Two people who can both decide produce drift: every contested call routes to negotiation instead of action, and the operation runs on whichever operator is in the room when the call comes due. That’s by-default operating dressed up as collaboration. The operator role is a verb, performed by one person per scope. Two people cannot simultaneously perform the operate-verb on the same decision — one is operating, one is consulting.
