The frame-level lie. The most damaging of the five — it protects all the others. The operator equivocates between Road 1 and Road 2 to avoid committing to either. Uses Road 2 language to describe Road 1 architecture. Prevents the structural decision about the road itself from ever being made. Layer: frame-level.
